Project title: Non-Technical Efficiency Assessment using Data Envelopment Analysis. (2002) AbstractData Envelopment Analysis (DEA) is a linear programming based technique for measuring the relative performance of entities where the presence of multiple inputs and outputs makes comparison difficult. Determining which proportion of the optimal entities can more efficiently replace an inefficient one, the model provides its "efficiency" (input/output). However, a problem arises when some of the entities can be replaced with output excesses or input shortfalls, or both. In this case, the basic DEA approach only successfully assesses what is known as "technical efficiency", when outputs are achieved by the optimal set reducing proportionally all inputs. This paper will present a method to account for the cost of the input excesses and output shortfalls, the "non-technical efficiency".
